I'm guessing that the decree of "No Cape or Suit!" has painted them into a corner. How can Clark grow if he's not allowed to go train or wear the cape? He has to stay in Smallville, though he could go to Metropolis and college and intern at the Planet and still manage to get back to Smallville. Lex does it! :)
